Fred III dug up the National City Lines decision in the PA Law Library a few
weeks ago.  I have a copy of it (or at least the upholding of the appeal).
It states quite clearly that all parties acknowledged that NCL originally
bought properties where the streetcar had become "impractical."  NCL was
guilty of monopolizing the replacements and their spares in return for
investment by the suppliers.  Period.
