I believe they are just pull off insulators.  Ben Rohrbecks WP tape has some 
good coverage of this bridge and I'll take a look at it and see if there is 
dual overhead 
on the bridge.  BTW, now there is a "modern" concrete bridge that is straight 
over
this area.  

For those who don't have the tape by Ben, it is well worth the investment.  
The sequence at the bridge shows a tractor trailer trying to worm its way 
around the west penn car at the Scottdale end of the bridge.
