I think it was family income as one of the criteria along with unemployment.

Don't forget for Fayette, they have to rank high on the  mobile home 
ownership per capita too.  I once chased the IC into South Chicago and 
quickly turned around and high tailed it out of there.  Scared stiff by the 
locals.  But on a WP exploration trip I  drove up to old Allison  (there is 
old Allison and Allison Heights, each on a hilltop and the WP went down the 
valley between).  Dirt poor, almost all mobile homes or 
old company houses and the same scary population as South Chicago.  Even the 
dogs looked mean.
