As Fred III would say "it is a Government Authority, it doesn't require a
use for the LRVs to buy them".  The real question is where is the money
coming from to pay for the new equipment?  If Rendell cuts the operating
budget that doesn't have much effect on the capital budget.  Does it?

Click on the link "Proposed Service Changes" to see what will remain of the 
system after August. Not much according to the charts. It looked like most 
service would be eliminated and all fares raised. Probably not much use for
new 
LRVs after those cuts.
