Look at drop in number of passengers between 1951 and 1954:  237 million to 
133 million.  That's a lot of nickels (ok, fare was higher)

Also look at streetcar mileage:  Dropped from 31.6 million to 19.6 million 
per year.  That allowed the fleet to "shrink" by about a third, and 
frequency of service to deteriorate.

The system was under siege.
