Greetings

This was the operating plan for the Newark City Subway and the
Rochester subway.  Its a good plan of operation.

Even the 39/38 ramp and the 40-49 connection followed this
concept.

Re ridership qualities....Community Transit to New Kensington, Oakmont,
Bridgeville and Carnegie were not then, and I dont believe, now slum lines.
