Interesting.

Lets see if this works with attachments, particularly pdf file.

Note that there is nothing ready for construction in Pittsburgh. There is
something ready for construction in New York City.

>Last week Congressman Earl Blumenauer introduced legislation to create
>apilot program that would help fund streetcar projects across the country.
>Below is additional information on the legislation, HR 1315 The Community
>Streetcar Development and Revitalization Act, as well as the text of the
>bill. We invite you to share this information with all those who may be
>interested.
>
>We appreciate the help and feedback that many of you provided as we were
>drafting the legislation. We hope that it will be a good marker for the
>reauthorization of the kind of direction and support we'd like to see for
>streetcar or "small start" projects, and be an opportunity to show strong
>bi-partisan support for streetcar! Please don't hesitate to contact Amy
>Scarton or myself if you have any questions or to have Members become a
>co-sponsor of the legislation. We can both be reached at 202-225-4811. ~

>Dear Colleague:
>
>Until the 1950's, many communities had extensive streetcar systems which
>served to connect neighborhoods to central city employment, shopping and
>cultural opportunities. With the advent of the highway system,
>neighborhood streetcars have all but disappeared.
>
> Today, over 40 communities, both small and large, are expressing an
>interest in small-scale rail based transit lines to serve redeveloping
>central city areas and connect neighborhoods in a way that is very
>different from regional rail systems. In Portland, Oregon, a new streetcar
>line opened in July 2001, demonstrating the ability to capitalize on lower
>project cost, a minimally disruptive construction process and the
>opportunity to attract significant urban redevelopment. Built at almost
>half the per-mile cost of light rail, Portland's new streetcar line has
>generated over $1.3 billion in economic development, resulting in a
>development-to-transit ratio of 18 to 1!
>
>In order to meet the growing interest in streetcar projects, and to create
>an assistance program that is tailored to small-scale transit, I have
>introduced H.R. 1315, the Community Streetcar Development and
>Revitalization Act. The Community Streetcar Act directs the Secretary of
>Transportation to establish a pilot grant program to provide assistance for
>the capital and startup costs of streetcar development and revitalization.
>Program funds could be utilized for either modern streetcar or heritage
>trolley operations.
