I think we should first look (you listening Swindler?) for a PUC general
order requiring signals. I have no idea where in the PUC archives a list of
such orders might be filed. The most commonly invoked order was G. O. #5
which required watchmen or a second car crewmen in order to cross railroad
tracks at grade. There was a flury of requests in the 1930 for waivers of
this order at specific crossings in order to eliminate conductors. I
suspect that there might be a General Order protecting cars from other cars
on the same railroad.
If there is such an order, it could go a long way toward explaining why
signals were installed in certain places and for certain reasons.
