Looking at history.

Russia joined Germany in splitting up Poland in 1939.  hey were in the
war on one side or the other.

By the way, I attended a Rotary meeting in Helsinki in the 1970's where
the speaker was a Finnish Army General.  Interesting talk, given in English
because I was in the audience,  He made an interesting point...only 3 capitols
of Waorld War II participants were not occupied...London, Moscow and
Helsinki.

Finns are wonderful people.  good friends of the USA.

But even they have a minority problem. About one eighth of the population
is Swedish left over from the days of the Swedish King.  Its a dual language
country.
