I didn't say it wasn't a commercial port. I'll accept the difference between
the Navy and the War Department. Point one: they had converted the fire
standpipes from metric to British units and not converted the fire hoses, or
vice versa, and point two: the former captain of the Normandie stood on the
street and was refused access to the ship he felt could be sunk top side up if
he was allowed on to open certain valves to scuttle the ship. Therefore there
was allegedly no way to fight the fire short of filling the entire hull up with
water and letting it roll over at the pier.
