Now that you mention it, two steam RR tracks crossed the West Penn
track on Ligonier Street in Latrobe. I do remember seeing the
crossings when streetcars were still running and I don't remember
ever seeing any guards on the trolley wire.
The one was a spur from the Ligonier Vally RR into the ALCo plant (it
was 3 rail so may have been owned by ALCo). The other was a spur
which passed through the grounds of the Latrobe Electric Steel plant
and went on to the Vulcan Mold and Iron Co. The former was used
almost never (rail access was by PRR at the other end of the plant),
the latter was used once a day or less.
