PAT officials didn't design that overhead.  It was designed by a consultant.

Reminds me of a supervisor in PennDOTs Planning Bureau being asked (more 
years ago then I care to countl) why the Eisenhower Interchange in 
Harrisburg was designed the way it was.  The reply was that it wasn't 
PennDOTs fault because it was designed by a consultant.  It may have been 
Bill Millar who then reminded the supervisor that, while true, that fiasco 
was still approved by PennDOT.
