I would not put Tom Fitzgerald with CD Palmer.   Tom's management allowed
PRC to survive the bankruptcy.  CD was in the bottom line era.  He would
have done well at Enron.  Remember his subsidiary to kill bugs.

Col Swift, certainly a rail man, did not follow CD's policies.

The ADA is a national problem, not a Pgh problem.  Actually Pgh has done
 well to keep as many low platform stops.
