Buffalo has had severe fiunancial problems for 15 years

They were planning a PCC extension from the Subway but
had no money.

After sitting for years, the PCC's were sold to a trolley
project in Brooklyn.  That has since failed and the cars are
for sale again.  These are ex TwinCity PCC's.

Also with regard to ex Twin City cars, I understand that
New Jersey Transit is sellin some of these cars to San Francisco.
