Yes, Ed is correct.  In the 1950's, cable TV was designed to bring broadcast
TV (e.g., Pittsburgh and Buffalo TV stations) to areas that didn't have
off-the-air reception of TV signals.  A good example was northern
Pennsylvania, in particular, Bradford ansd Coundersport.

Pay-TV is something entirely different. It is what is now represented by HBO
and other premium cable (extra fee) channels.
