Yes, Hall Industries was the manufacturer. I knew Harold Hall from back in
the late '60s/early '70s when his company was producing an Auditory Training
device for us. They were flexible in what they could do!

Yes, there was a "fortune" in government money to spend. PAT had received
funding approval from both state and feds for rebuilding 45 PCC cars, of
which only about a dozen were actually completed. That's not the sort of
project that one can easily reprogram the funds, but would have to check the
project file to verify.
Somehow the name Hall Industries comes to mind as the builder of new B-3
trucks under this rebuilding program. It was/is a local Pittsburgh firm. I
wouldn't be surprised if the trucks under 1711 at Arden came from Hall,
rather then Clark or St. Louis. At least the trucks and wheels would be
almost new if such was the case.
