Mea culpa.  When I was in Czechoslovakia in 1990 there was no visa requirement.
Apparently it has been changed again.  Note also that they are now two
countries.  And it is also possible that they require visas because we did it
first to them.

Back about 15 years there was a squabble between the US and France ... France
started to require a visa (a four letter word used in place of a three letter
word "tax").  Immediately we required a visa from French citizens.  A few months
later, apparently after the French found it hurt tourism, both of us waived the
visa requirement.

Some countries are most blatent about the tax aspects.  For example, Hungary
required or requires a visa but you pay for it right at the border and drive on
in ... like I said, a tax.
