Makes one suggest, doesn't it, that they were left in place as the ground
returns for other lines even after 2nd Ave. and 10th St. were abandoned.
Remember that parts of the system, including downtown, were still fed from
the substation at Craft Avenue long after the EasT End routes were
abandoned.  That may have a lot to do with explaining why track return was
being maintained.  fws
