I don't think that there are any NON-cops living in the Ivory Avenue area.
Ivory Towers (west of Perrysville and Ivory Avenues) and just southwest of
the old Keating Carbarn site, was one of the first single family
subdivisions built within the City of Pittsburgh limits. Many Pittsburgh
policemen live there because it is a suburban location that satisfies the
City's residency requirement.
By the way, in the early 60's PRC painted a PCC for Ivrory Towers. The car
was painted an ivory color during the time that houses were being sold
there, and it had wording to the effect, "Take this car to Ivory Towers."
Unlike most of the other ad-cars that ran only on 22-Crosstown at that time,
the Ivory Towers car ran on 8-Perrysville, and probably 10-West View too.
