That's because it isn't as near to Scottdale as one would imply from the caption!!  This photo is of the grade crossing north of the Turnpike but south of Hecla Jct.  I have extensive mappping and photography on West Penn; it takes two days to do just the Coke Region.  The Allegheny Valley is another day, as is McKeesport + Oakdale.

Thanks Derrick,for leading us onto the MAPQUEST site. I typed out Ceylon Jct on Lake Shore ,and it came up and can follow line across to Norwalk and Fremont Ohio. I am going to look at West Penn now too as I got lost in a few places on this line. The road crossing on the first page of the PRMA soft color book in Scottdale ,I never found !! you actually need a co-pilot along to follow that left-right sheets that Bob sent out to me. I am grateful to him for those. The landscape sure changes in 50 yrs. with mucho green growth hiding everything.  cheers rogertrolley
