The thermostat for the fans in the 1700s was/is in the compartment above the center doors. In PATransit streetcar training we were told by the instructor about the fan control. He indicated that we were never to say who told us about the thermostat inasmuch as only maintainance people were to change the thermostat. It was a simple knob with a pointer which moved from left to right. On the far left was something like 60 degrees the middle position was 70 and the far right was 80. If you moved the pointer to the left on a hot day the fans would start moving slowly and increase in speed the closer to 60 that you got. Vice versa for a cold day (moving the pointer to the right) only with
the addition of heat coming into the passenger area.
The switch was a smooth moving rheostat and did not have "points". The numbers may not exactly have been 60/70/80 but it was something close to that. I haven't looked inside the compartment above the center doors of a PCC car in about twenty-five years now.

Fan speed was demand // load dependent but don't know
specific details of 21-steps. Remember pulling out for a Library
run on Sunday mornings with Isadore Reichert (who himself lived on the
38A) and asking him several times if the fans were on ---- they
were ---- and as the morning wore on we really knew it.
Also carried some *freight* ((snoozepapers)) to be let
off at Bethel Church and near Simmons.
