I would suggest that it had everything to do with the fact that permissions
to abandon were received from the PUC as follows:

Charleroi:	May 20, 1953
Washington:	July 27, 1953

             Charleroi truncated at Library late June-1953 and
Washington truncated at Drake late August-1953?       Does anyone
*know*  the reason for this spread?       Why not shorten both at the
same time?
