[PRCo] More Dates

I was able to get 20 minutes in the library this morning:

Drake Wye was first used Monday AM, April 20, 1953.

Edgebrook & McKinley Sidings were placed in operation Saturday AM, February
27, 1954.

Santa Barbara Siding was placed in operation Saturday PM, April 10, 1954.

(West) Library Loop was constructed between August 5 and August 29, 1935, in
time for that year's Allegheny County Fair.  Cost was $5038.66; Allegheny
County paid $3618 of that, though it took PRCo almost a year to collect the
money (does this surprise anyone?).  A wye was also considered...it would
have cost a little less but the loop offered more operational flexibility.
[Those construction dates are the accounting dates listed in PRCo
records...and include on each end the opening and closing of the account.
The actual construction was probably complete before August 29.]
