The fare would be $3.37 per fixed route passenger in Pittsburgh in fiscal 
year 2002, and that does not include capital costs nor any return on 
investment.  And there were also underlying lease payments and local tax 
payments involved with nickel fare years ago.

SEPTA City Transit could make it on $3.06 fare to break even while Johnstown 
would require a $3.76 fare.  Pennsylvania tends to have a higher then 
average farebox recovery.
