These actuators with 160 lbs pull should hold the car (empty) on 20.6%
grade. With 100 passengers on board it would be about 13.8% grade.
I think WABCo SE-2 has softer spring adjustment. But I haven't seen drawings
of particular brakes - and cannot judge.
