Probably artistic license, but then Millvale and Spring Hill were
Northside routes not all that far from Federal Street/ Perrysville Ave.
where the #10 route ran to Keating then onto West View Park. 

As I recall, the 48-Arlington was a standard double-ender route.
However, there were times I remember seeing other destination routes up
on the sign boards. And since PRC shuffled cars about for picnic
charters, County Fair trips, and other misc. uses,  perhaps the artist
happened to see this particular numbered car on the Keating route. Then
again, it may be purely coincidental. In any event, it's an additional
tidbit to throw into the olde orange swayer mix.
