They're the same everywhere.  I remember a conversation I had with the
concierge at the Bellevue Palace Hotel in Bern, Switzerland last fall.
Parliament was in session.l  Their parliament is only in session one week out
of every quarter ... four weeks a year.  I remarked that it would never work in
the U. S. because our politicians would not have enough time to steal from us.
The concierge remarked that they would find a way just as they have in
Switzerland!    You have to laugh at it because going insane with the waste
doesn't make one's life easier.
