Isn't that the substation just north of Washington Jct.?  If so, then car is 
inbound.

Just a guess.

Is that a 3600 or a 3200?  Service started on Charleroi line with 3200s.  
This is known because the Mononghalela Valley Republican (available up to 
1908 in state library on microfilm) would give the car numbers for 
accidents.  How thoughtful of the editor.  <g>
