YES.  And that is why I suspect the San Diego cars simply did not have 
heat dampers.  It would be easy to build the car with the interior heat 
duct ... it is simply the space between the inner wall and the outer 
shell on the left side.  And equally easy just to install a permanent 
baffle where the moveable baffle would normally be placed.  And now the 
heat will simply be blown outside. 
Interesting.   20 kw versus 10 kw.  But my background is insufficient to 
tell me what this means in terms of comfort.  But it does say that 
someone thought about the problem up front ... PRC's engineering staff 
was not totally oblivious to the different demands of city and 
interurban service. 

For Mark Maguire's benefit ... I think the tape he saw was more likely a 
result of less than adequate maintenace as the cars aged.  It would be 
easier to cure a heat damper problem with tape so that there is less 
cold air coming into the car.   Mark is much younger than some of us and 
simply cannot remember the 1700s in the late 40s and early 50s ... he 
wasn't on the planet then.  I can't remember tape that early.
