January is supposed to be the snowiest month here.  3rd and 4th weeks of
that month are generally not nice.  But the heaviest snowfall I recall was
in November, the next heaviest was in March.  That's the stuff of which
averages are calculated!

December 1 thru 15 are usually OK (but there are exceptions!).

  Try living in the humidity capital here in Florida. Literally feels
like stepping into an oven when one goes from an air-conditioned
building to the outdoors.  Here in Jacksonville(North Florida) it
usually stays hot from April through September and sometimes October.
Occasionally we'll get a very nice spring. Winter gets cold here, not
by northern standards though. I remember one winter where it got
down to 11 degrees one evening.
  After going through the unbearable summers, the cooler winter weather is a
break indeed. My blood has thinned out now having lived here for 23+ years.
I could never live in the winters of the north.
  To get back on topic, I have been wanting to trace the PRCo interurban
ROWs in the winter when one can see alot more. I'd love to
do West Penn sometime also. When is the height of snow season in the
Pittsburgh area? Maybe I'll try and come up in December if the good
old USPS approves my leave.
