Sure  There  Is  --  grab the stub  --  wrap fingers around rotating 
base of toggle Tightly and turn  --  have done similar with other than 
trolleycar to get a switch to turn on.

Would you ask about broken toggles before it happens?       Will you be 
able to cover  ALL  possible scenarios for breakdowns with your 
questions Before They Happen?       I--F  Not,  then what would you do 
in this particular situation  --  Just In Case You forgot to ask about 
broken toggles before it happened???????
