You don't have to count. You have approximate idea of 4 minutes. And if you
know the car has no way to continue within several minutes then you allow
the passengers to leave immediately. But they must leave the vehicle safely.
If this is not possible then they have to wait for a help.

OK, we had a situation. Today each car has a radio which allows to ask for
instructions.
When you don't have headlights within the city where streets are relatively
bright, you can continue carefully, which means low speed.
