[PRCo] Congrats to One of Our Members

One of our members tends to be rather low key ...

Doesn't blow his own horn much if at all.

He has been talking lately about retirement.  He has actually been  
counting downward with less than a year to go.

And now there seems to be a complication.

Hearty congratulations to John Swindler.   It seems he just got  
promoted by the state to a Planning Analyst 3.   Now he is going to  
have to stay in harness for another three years in order to reap the  
maximum retirement benefits (because retirement is based on the 12  
highest quarters).

Give John a round of applause guys.   You need to know PennDOT to  
understand, man has he earned it.
