It's probably a sand box. Streetcars had sanders which
allowed the operator to apply sand on the rails for
traction and braking. Toronto still has sand boxes in
many of the loops.  Sand hopper is under the first
single seat at the front of the car. A tell tale sign
of the sand hopper is spilled fine white sand on the
floor.
