It is, but the building was reused.

Oakland only got a parking lot. While I can't say Oakland needs less 
parking, I don't think it needed more that badly. If there's enough 
surplus parking that Schenley Plaza can be closed...

(and I bet they don't even unccover the St. Pierre's Ravine bridge, 
either)
