Management imposed the restrictions first. It's only bad when it's to your 
detriment, the shoe just changed feet. Read "And the wolf finally came" if 
you're bored... interesting, even relevant to Pittsburgh, but a rather 
long book. Not even really a blame shift, both sides will point at the 
other, and both sides will be right.
