It has been discussed here before that 17s and 12s were banned from the
40-line because of this type of drum brake. PRCo was concerned
about crews having to slither under the car to release the brakes on a
12 on the hills on the 40-line when a car went dead and needed towing
-- don't know what that entailed.
Then Bob Rathke provided us with details of an NMRA meeting in Pgh where
a PCC from each car type, including sub-types of Interurbans and city
cars, were chartered and part of the tour was on the 40-line. Bob
mentioned that the PERC member in charge of arranging the tour knew of
the bans by maintenance for 12s and 17s on the 40-line so he went
directly to Palmer to get permission which drove the maintenance crews
nuts. This may have been the beginning of the end for the ban for
these cars and such rules were more relaxed as time went on.
