John,

Yes, the CTA ticket punches are circles, and the punch tools are much larger
and heavier than railroad ticket punches.

I bought hat badge 3861. A friend bought 9837, 35084 and 35115. Can I
assume that the 4-digit badges are a lot older than the 5-digit badges? The
numbers on the 4-digit badges are about 10% smaller than the 5-digit
numbers, and the fasteners on the back are different.

IRM still has a few dozen badges in the boxes, so 13254 could be there. The
hat badges are unique and only $5, so they've been selling faster than the
coin changers and ticket punches which are all identical.
