[PRCo] Letter values: 13 Emsworth

I'm a trifle slow, so it's only after these many years that it suddenly dawns 
on me how appropriate it was for the Emsworth service to be numbered 13.

Now, if only PRCo had managed to have route 12 serve Ellsworth Avenue!
