Our esteemed friend Swindler likes to do that.   I don't know all the  
details but Wilkinsburg politicians always thought their law  
superseded state law.   There was a time when the state Public  
Service Commission or Public Utility Commission (it was around the  
time of the reorganization) ruled that fares stated in borough and  
city franchises were not binding on the railways and that the state  
had jurisdiction.  Wilkinsburg disagreed and the state had to go back  
and remind Wilkinsburg that the state law superseded the borough  
ordinance.   John may have been speaking of that period.   Or it may  
have been one of the other times that the local politicians attempted  
to stretch their muscles.
