In the Netherlands we started with Proof of Payment systems about 30 years ago.       As a result more and more people started to use public transport without paying for a ticket. (up to 20%!!).       You can image that these people aren't the most decent passengers.        On several routes passengers and drivers didn't feel safe anymore.

As a result Amsterdam and Rotterdam have the conductor back on the streetcar. (these projects started as unemployment projects).       On some Rotterdam streetcar routes there are even 2 conductors (for safety reasons).       After introducing the conductor on some lines the number of passengers dropped with more than 10%!!!

I hope you will never have the same experience in SF.
