I often have and still do wonder about this decision.       West Library 
Loop had been there ad infinitum  --  why didn't they just terminate 
there as opposed to building a new loop about a mile south?        Not 
complaining, mind you, just wondering!!!!!!!       As a railfan the car 
was usually empty between Simmons and W.Library & More!
