Yes, but in the case of Drake, the loop wasn't finished until AFTER the line
was cut back. They built the wye at Walther earlier in 1953 for short turn
cars and used it until the location of the new loop was chosen and
construction undertaken.

Does it also not make sense that the company could build a loop and keep
other service going at the same time?When it was time to cutback service,
the loop was already in place and ready to be utilized.
