I never did understand why 703 and 704 were assigned to that line  
after they were returned to service during World War II.   Maybe it  
was simply that they had to go somewhere, and why screw up someone  
else's life.   Cars were assigned to men on West Penn and thus giving  
the newly rebuilt cars to another route would have meant taking their  
cars away from them.   That probably would have served no useful  
purpose.   West Penn's management was, if anything, very logical.
