It was Ed Lybarger that pointed out that the Washington cars had the  
phones.   Therefore 9 through 15 and some or all of 00-8 must have  
had phones.    I'm not sure if those two 3800s were active but we  
know they were at Charleroi.   They may simply have not been brought  
in for scrapping yet.
