Nice comparison ... and how about the Public Service Coordinated  
Transport bus and trolley scheme from the 1950s ... also gray and  
white with a blue stripe and red trucks?

Didn't Utah Traction and Light in Salt Lake City also use gray?

San Francisco Municipal Railway also used gray as a means of loosing  
cars in the the fog.   Government silliness goes back as far as 1912  
at least.

I suspect however there were a lot of gray cars out there.   However,  
safety ruled the roost in most companies and that probably resulted  
in tangerine or orange or "traction orange" and yellow / cream /  
white / ivory being the hands down favorite in North America simply  
because it was perceived to be the most visible.   The Canadians  
tended to favor red and cream over many other colors both for  
visibility and loyalty to crown (Vancouver, Edmonton, Calgary,  
Toronto, Nelson, Ottawa, New Brunswick, the predecessor city to  
Thunder Bay, and so forth).
