It was a comment about the 'Charlie card' at a fare identification meeting 
last week.  I don't know the details on how it would work.  As for 
Washington, metrorail now requires the purchase of a 'smart card' to exit 
the parking lot.  That's a $5 charge on top of the $3 weekday parking rate.  
For the locals, no big deal.  But it's a way to make extra money off of 
visitors for one-time purchase.   There is no cash fare option.  By the way, 
parking is still free on weekends on metrorail.
