I am guessing that the photos were taken 1971 or earlier, as one of the 
cars has the side destination sign of "49 Beltzhoover,"  a route that 
was abandoned in November '71.
It could be later, too, if the PCC had just been sitting there long 
after abandonment, or it had its sign flipped to 'Beltzhoover' by a rail 
fan.
But my best hunch is these are mid- 60's photos- don't see any new paint 
schemes around, not even the PAT blue-gray-white-red stripe cars.
