Interesting thought, Fred;
I read in the news last week that China has more English speaking citizens than any other country!

India is the second just under China - but I don't remember the source.
When I lived in Germany, English language was usually not a problem in the cities - but was a problem in the small towns and villages. So, I learned to speak German - not fluently because not enough time (was only there for 2 years). Unfortunately, that was in 1979 and my German has since evaporated because of lack of use. I still recognize a few words but can no longer effectively communicate in German.
