Union lobbies for business as usual in Pittsburgh ... must keep all  
jobs and all routes even if the average number of passenger trip is  
only nine!

And is this not what management really wanted?   This isn't  
Pittsburgh Railways that had to pay for wages out of the farebox.    
This is government which needs so many people under them to justify  
their own management salaries.
